Japan to hold 255th long-term care benefits panel meeting online on March 30

Japan's Ministry of Health, Labour and Welfare (MHLW) has announced that it will hold the 255th meeting of its Social Security Council subcommittee on long-term care benefit payments as a web conference on March 30, 2026. The notice was published on March 27, 2026. MHLW said the meeting will be streamed live on YouTube, and there will be no public attendance at the venue.

What happened

The session is scheduled to run from 10:00 a.m. to 12:00 p.m. Japan time on Monday, March 30, 2026. MHLW said meeting materials were expected to be posted on its website by 8:00 a.m. the same day. It also said a web briefing for reporters was planned for around 6:00 p.m.

According to the ministry's agenda, the panel is expected to discuss five items. These include the results of a fiscal 2025 survey related to verifying the effects of the fiscal 2024 revision to long-term care remuneration and related research. The agenda also includes a report on changes to requirements tied to a collaboration add-on involving cooperating medical institutions.

Other planned items are a report on exceptional treatment when staffing shortages occur because of unavoidable circumstances, a report on how welfare equipment with communication functions should be handled, and a report on the fiscal 2025 review group's findings on welfare equipment and home modifications under long-term care insurance.

Although the meeting is being held online, the ministry listed its headquarters in Kasumigaseki, Tokyo, as the host location for the web conference.

Why this matters

This announcement does not itself introduce a final policy change. Still, it shows which long-term care issues the ministry is actively reviewing. In Japan, decisions and follow-up discussions in this area can affect how care providers are paid, how facilities respond to staffing pressure, and how certain kinds of care-related equipment are treated within the system.

That has clear relevance for foreigners in Japan. Foreign residents may rely on long-term care services for older family members, work in the care sector, or operate businesses connected to elderly care and support services. For those groups, future developments from this panel could shape the practical environment around service delivery, staffing expectations, and covered equipment. The fact that the meeting will be livestreamed also makes it easier for people outside central Tokyo, including non-Japanese residents following policy changes, to monitor the discussion directly from an official source.
