  • In the government's detailed summary, Tokyo says it will study a new program for foreign residents, including accompanying family members, to learn Japanese plus Japan's systems and rules. It also says officials will consider whether course completion and understanding should count as a factor in residence screening.
  • The same document says support for local governments will be expanded in areas tied to integration, including Japanese-language education for adults in daily life, Japanese education for children, and stronger information and consultation services. That matters because municipalities are often the front line for explaining garbage disposal, taxes, school procedures, and other local norms.
  • The funding base is not starting from zero. MEXT already offers a subsidy program for regional Japanese-language education for prefectures, designated cities, and certain regional bodies building local systems, coordinators, and classes. It also runs a startup program for municipalities that do not yet have Japanese-language classrooms.
  • Pressure for a larger national role has been building.
